Economic Priorities

1. Upgrade the Manufacturing Sector

Targeting new technologies, industries and business models, Kunshan will strengthen a number of centers dedicated to strategic emerging and special industries, while developing IT, electronics, advanced equipment manufacturing and new materials as new economic pillars. Moreover, Kunshan will accelerate the development of smart manufacturing by developing new IT applications tailored to smart manufacturing and promoting other techniques such as human-machine interaction and flexible and agile manufacturing.

2. Strengthen the Modern Services Sector

Kunshan will focus on emerging sectors including corporate headquarters, financial services, modern logistics, e-commerce, trade shows, creative industries, technology services, leisure-oriented tourism and senior care. It will leverage the national modern service pilot in Huaqiao to create differentiated, accurately-positioned and balanced clusters of service companies for coordinated and complementary development in the region.

3. Develop a Modern Urban Agriculture

Based on the National Modern Agriculture Demonstration Zone, Kunshan will follow a differentiated, technology-enabled, service-driven approach to its urban agriculture development, and integrate it with the manufacturing and services sectors. It will create a stronger modern agriculture system by improving the quality, productivity and ecological friendliness of its agriculture, while diversifying the functions of agriculture to develop new business models. Meanwhile, Kunshan will continue to advance the development of modern agriculture parks.

4. Implement the "Internet+" Action Plan

Kunshan will further improve its ecosystem for Internet-driven entrepreneurship. During the 13th Five-year Plan period (2016-2020), it will build five Internet entrepreneur incubators, which are expected to produce over 500 small and medium-sized Internet companies. With the increasing convergence of the Internet and manufacturing, Kunshan will also create two smart manufacturing clusters with a yearly industrial output of RMB 10 billion; develop 20 model internet companies and 200 model smart factories; and universalize Internet access and services and increase e-commerce volumes to RMB 30 billion.
