Kunshan has built the “Kunshan BEST” service brand to promote the systemic enhancement of its business environment, so that market participants can invest or start new businesses in Kunshan more conveniently and efficiently.

Ⅰ. Meaning of “Kunshan BEST”

   “Kunshan BEST” means the best support for investing in Kunshan. Specifically, “B” refers to the greatest policy benefits; “E” means the highest administration efficiency; “S” refers to the supreme corporate services; and “T” means top technologies. Meanwhile, “Kunshan BEST” symbolizes Kunshan’s spirit of being the first and only.

Ⅱ. “Kunshan FIRST” – A Preferred Destination for Investment and Entrepreneurship

“Kunshan FIRST” aims to foster a business environment which features fair markets, an inclusive culture, rapid government responses, satisfying services and transparent laws.

Driven by innovation, Kunshan has been actively pioneering unique and ground-breaking policies. Over the past five years, it has issued a total of 122 business environment-related polices which offer strong institutional support for doing business.

In 2019, the White Paper on Business Environment in Kunshan (Business Environment Version 1.0) was published, in which a “1330” investment reform target was spotlighted. “1” means 1 working day for business registration approval; “3” refers to 3 working days for real estate registration; and “30” means 30 working days for the issuance of general industrial project construction permits. In the same year, Kunshan was honored with the title of Advanced County during Jiangsu’s business environment evaluation.

In 2020, Kunshan initiated the “Kunshan BEST” business service brand and released the 28 Measures to Optimize the Business Environment (Business Environment Version 2.0) with focuses on investment, government services, culture and legal systems. It ranked first among China’s top ten counties (county-level cities or districts) of 2020 in business environment quality.

In 2021, Kunshan issued the Measures for Further Fostering the Development of the “Kunshan BEST” Business Environment in Kunshan (Business Environment Version 3.0) to further develop the “Kunshan BEST” service brand. The same year saw Kunshan rank first in the CCID top 100 counties in terms of investment competitiveness.

In 2022, the Action Plan for Optimizing the “Kunshan BEST” Business Environment and Building the “Kunshan FIRST” Investment and Entrepreneurship Brand in Kunshan was published, with a view to accelerating the improvement of Kunshan’s business environment from “Kunshan BEST” to “Kunshan FIRST”.

On April 11, 2023, Kunshan issued the Innovative Action Plan for Improving the “Kunshan BEST” Business Environment, which encompasses 25 measures with six highlights, including an innovative system of business environment “experience officers” to further facilitate communication with enterprises in Kunshan, understand their needs and provide targeted services.
