To firmly contain the transmission of the coronavirus, intensify prevention and control in traffic, resolutely curb the spread of the virus, and spare no effort to reduce the impact on the country, the followings are hereby specified as per the emergency notice of Jiangsu Provincial Leading Group for Novel Coronavirus Prevention and Control:

1. A total of 18 road checkpoints on provincial borders as annexed have been set up within Suzhou starting 6pm, July 27 to verify the negative nucleic acid test result and health code of drivers and passengers in cars with Nanjing license plates. Those who hold negative nucleic acid test results issued in 48 hours before the time they left Nanjing and green health code will be allowed to pass freely. Those who cannot provide negative nucleic acid test results or hold yellow health code will be persuaded to return. Those who hold red health code will be prohibited from leaving the vehicle and undergo centralized quarantine and medical observation conducted by local coronavirus prevention and control departments as per requirements. The information regarding the above-mentioned vehicles and people, as well as their movement will be registered.

2. All coaches bound for Nanjing will be suspended. Coaches (including customized coaches) and chartered buses by way of Nanjing are not allowed to pick up or drop off passengers in Nanjing. All taxi services (including online car-hailing service) in and out of Nanjing will be suspended.

3. Those arriving at railway stations and coach stations in Suzhou with a travel history to Nanjing since July 10 must provide negative nucleic acid test results issued in 48 hours and green health code to pass freely. Those who hold yellow or red health code will undergo relevant health management conducted by local coronavirus prevention and control departments.

4. Those who enter Suzhou Rail Transit stations must wear masks properly and cooperate with temperature checks and health code verification. Those who take bus and taxi (including online car-hailing service) must wear masks properly.

5. For matters not mentioned above, please execute as per No. 3 [2021] Notice on Epidemic Prevention and Control of Suzhou and Important Reminder of Epidemic Prevention and Control in Suzhou (No. 1 and No. 2 [2021]). Those who break relevant rules and refuse to cooperate will be pursued for criminal liability in accordance with the law.

Appendix List of Road Checkpoints on Provincial Borders in Suzhou

蘇州市感染予防・抑制通達2021年第4号

江蘇省感染予防・抑制作業指導グループの緊急通知によると、新型コロナウイルスによる肺炎感染の伝播を断固として抑制し、交通予防と管理の取り組みを全面的に強化し、感染の拡大を断固として防止し、全力を尽くして感染による全国への影響を減少するため、現在、交通方面で感染予防・抑制作業を更に強化することについて以下のように通達する。

一、7月27日18時から、蘇州市域範囲内に18カ所の省界道路離蘇検査処（添付リストを参照）が設置され、南京のナンバープレートを付く車両の運転者と乗客に対して陰性のPCR検査証明及び健康コードの提示を求める。その中には、南京を離れるまでに48時間以内のPCR検査証明及び緑の健康コードを提示できる運転者と乗客は、自由に通過することができる。そして、陰性のPCR検査証明を提示できない人、または健康コードが黄色である人に対しては、帰還するように勧告する。また、健康コードが赤である場合は、運転者や乗客が車両から離れることが禁止され、属地の感染予防・抑制部門が規定に従って集中隔離医学観察を実施する。上記のような状況が発生した車両と人員の具体的な情報や来た場所、行方等を登録する。

二、南京市への道路旅客輸送ラインを全面的に一時停止する。南京を経由する道路旅客輸送ライン（カスタマイズ旅客輸送を含む）、観光チャーターバスは南京で乗降してはいけない。南京を出入りするタクシー（ネット予約車を含む）業務を全面的に一時停止する.

三、鉄道駅や道路バスターミナルで南京に滞在歴のある乗客（7月10日以降、以下と同じ）は、48時間以内の陰性のPCR核酸検査証明と緑の健康コードを提示することで自由に通過することができる。黄色や赤の健康コードを持つ乗客に対して、属地の感染予防・抑制部門により相応の健康管理措置が取られる。

四、地下鉄や電車の駅に入る乗客は規範的にマスクを着用し、体温測定と健康コードの確認に協力する必要がある。バス、タクシー（ネット予約車を含む）を利用する乗客は、マスクを着用して乗車しなければならない。

五、上記以外の件は、「蘇州市感染予防・抑制通達2021年第3号」と「蘇州市感染予防・抑制に関する重要な作業上の注意事項」（2021年第１、２号）に従って実行し、関連規定に違反して協力を拒否した場合は法律に従って責任を問われる。
